Petition for Bank Negara Malaysia and Malaysia Ministry of Finance to return the investment of the v

Petition To: "Ministry of Finance Malaysia/PM",

In early October 2008, Bank Negara raided and frozen the assets and accounts of
a company called Noradz Travel Noradz Travel & Services Sdn. Bhd. This is
because BNM was investigating Noradz for accepting deposits from the public
without a valid licence under Section 6(4) of the Banking and Financial
Institutions Act (Bafia) 1989 and against the anti-money laundering act 2001 of
Malaysia. Since the account was frozen, Noradz are not able to give any returns
to their investors. Because of this it has caused a lot of pain in the life of
the investors and also the owners of Noradz. Millions dollars has been invested
and right now BNM is misusing the law to hold the innocent Malaysian's money for
more than one year already.
Now we want our Malaysian government, the Ministry of Finance to protect their
people and not abusing the law by holding the money for years and years until
the money is lost to the government just because of legal proceedings.

We urged according to sections below in Anti –Money Laundering Act 2001, to take
action as following below:

1. According to Sec 39 (1) Release of property, record, report or document
seized- BNM has the power to release the lawful Noradz investor's money if it
forsees that it is not required or the purpose of any prosecution or proceedings
under this Act,
Therefore , BNM could still go ahead and prosecute Noradz and proceed with the
legal charge and action and return the money to the lawful investors.

2. According to Sec 44 (5) Freezing of property, An order made under subsection
(1) shall cease to have effect after ninety days from the date of the order, if
the person
against whom the order was made has not been charged with an offence under this
Act. Noradz property and accounts was freezed by BNM on Oct 2008, by right after
3 months means by Jan 2009 , Noradz should be charged under the Act. However,
Noradz was only charged in Dec 2009. BNM has misused the law to hold the
public's money. BNM should release the money belonging to the lawful investors.

3. According to Sec 52 (4) Special provisions relating to seizure of a business,
BNM or the Government would not be responsible for any losses by Noradz's
Investors. We implore BNM and the Ministry of Finance to not use this section as
an excuse to not release the Noradz's investors money and be a responsible
government and protect their people.

4. According to sec 56 (1) Forfeiture of property where there is no prosecution
56. (3) Any property that has been seized and in respect of which
no application is made under subsection (1) shall, at the expiration
of twelve months from the date of its seizure, be released to the
person from whom it was seized.
Again BNM has charged Noradz ONLY on the 14th month in Dec 2009 which is beyond
the required date. Noradz has fully cooperated with Bank Negara during the
investigation and their accounts should have been released by Oct 2009.

5. According to Sec 61 Bona fide third parties, Noradz's lawful investors
falls under this category if it goes to the court and they would have a valid
claim for the money that has been frozen by BNM. Because of this fact, we
implore MOF and BNM to release the money back to the lawful investors without
wasting time holding it because of the legal proceedings.

6. We request the MOF and BNM to publish a notice in the Gazette and local
national papers calling upon any third party who claims to have any interest or
has invested in Noradz. And to return the investor's investment amount less the
amount of their received returns from Noradz.

We hereby petition the Malaysian Ministry of Finance and Bank Negara Malaysia
with great compassion to act in favour to return the valid Noradz investors
money and to release Noradz properties and bank accounts. Please help stop the
suffering of the innocent investors now and do not allow our money lost in the
midst of all the legal proceedings. Please protect the Malaysian people !Please
protect us!

Wirda Ali Putrajaya It's been more than 2 years my money is stucked with Noradz. RM19,800 may be considered as a small sum to others but it is my hard earned money. When auditing was done in 2009, I've submitted all d required documents yet until now there's still no news.
